Dr. Rajan, an eminent ethicist, is the vice-chancellor of ATLAS SkillTech University. He
holds an experience of more than 36 years in the Indian Education System as an innovator,
professor, administrator, and policy advisor. As a Vice-Chancellor, he has served several
reputed educational institutions such as Mumbai University, G H Raisoni University, YCMOU,
and AURO University with his expertise over the last decade. He is a leading member of
numerous Associations and Committees such as the University Grants Commission, National
Knowledge Commission, National Assessment and Accreditation Council (NAAC), Film and
Television Institute of India, State Government, Central Government, and Future Generation
University, USA.
As a policy and opinion leader, his aim to bring a transformation to the lives of learners
and the execution of various development initiatives, have made him an renowned higher
education professional. He is known for bringing various positive reforms in the education
system including academic development, exam reforms, and quality orientation. Proving his
caliber for non-academic roles, Dr. Welukar has also been a Senior Programme Officer at the
Commonwealth Secretariat's CYP Asia Region, Deputy Secretary to the Governor of Maharashtra,
and Officer on Special Duty, Higher & Technical Education Department, Government of
Maharashtra.
Motivating the next-gen, for students and learners he delivers the message of reading books,
developing patience, and working for the society. He believes not only in educating students
academically but also preparing them for unpredictable situations and nurturing them as
problem-solvers and decision-makers. Despite owning various designations and honors, his
firm belief in moral ethics is evident through his love for literature. He has compiled and
edited Gandhi@150, a book that explores the relevance of Gandhian principles in today’s
world. It reveals the impact of Mahatma Gandhi's philosophy in numerous fields of religion,
economics, science, education, arts, and health and development. Being a member of the OCLF
core committee, his ideas and contributions are extremely noteworthy.
